Of course he is catalan, since Catalonia is a territory divided in two different states (Spain and France). We catalans can be catalans and spanish, or catalans and french. The same happens for basque people. The error would be to say that someone is spanish and french (unless he/she's got double citizenship), but there's nothing wrong in saying that he is catalans and french. As an example: could you imagine saying of a tibetan "the fact that he's got chinese passport...".
