Penelope Margaret Lively DBE FRSL, de soltera Low (el Caire, 17 de març de 1933) és una escriptora britànica de ficció tant per a nens com per a adults. Lively ha guanyat el Premi Booker (Moon Tiger, 1987) i la Medalla Carnegie de llibres infantils britànics (The Ghost of Thomas Kempe, 1973).[1]

Lively es va casar amb l'acadèmic i teòric polític Jack Lively el 1957. Van tenir un fill i una filla. El seu marit va morir el 1998. Actualment viu a Londres. El periodista Valentine Low n'és germanastre.[2]
