Icelus perminovi és una espècie de peix pertanyent a la família dels còtids. Fa 15,6 cm de llargària màxima i 50 g de pes.[4][5][6] A les illes Kurils és depredat per Polypera simushirae.[7][8] És un peix marí, demersal i de clima temperat que viu entre 175-900 m de fondària (normalment, entre 400 i 600).[4][9] Es troba al Pacífic nord-occidental: des de Hokkaido (el Japó) fins al nord del mar d'Okhotsk, les illes Kurils i Kamtxatka.[4][10][11] La seua esperança de vida és de 7 anys.[12] És inofensiu per als humans.[4]
