Works copyrighted before 1963 had to have the copyright renewed sometime in the 28th year. If the copyright was not renewed the work is in the public domain. It is best to search 6 months before and after the required year. Some magazines are published the month before the cover date and some registrations may be delayed for a few months.
The September 1959 issue of Diario La Nación from Guatemala would have to be renewed in 1989. Online page scans of the Catalog of Copyright Entries, published by the US Copyright Office can be found here. http://onlinebooks.library.upenn.edu/cce/
The search of the Renewals for Periodicals for 1989 show no renewal entries for this issue. The Diario La Nación issues from 1962 are in Public Domain as their copyright was not renewed. Diario La Nación ceased publication in December 1978.
The copyright on this magazine was not renewed and it is in the public domain.

This work is in the public domain because it was published in the United States between 1929 and 1963, and although there may or may not have been a copyright notice, the copyright was not renewed. For further explanation, see Commons:Hirtle chart and the copyright renewal logs. Note that it may still be copyrighted in jurisdictions that do not apply the rule of the shorter term for US works (depending on the date of the author's death), such as Canada (70 years p.m.a.), Mainland China (50 years p.m.a., not Hong Kong or Macao), Germany (70 years p.m.a.), Mexico (100 years p.m.a.), Switzerland (70 years p.m.a.), and other countries with individual treaties.
