«Флаг Северодвинска — прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из двух волнистых горизонтальных полос: верхней белого цвета шириной 4/5 ширины полотнища и нижней голубого цвета; в центре белой полосы — цветок шиповника с пятью лепестками красного цвета, круглой сердцевиной белого цвета и окружающими сердцевину круглыми тычинками белого цвета. Габаритный диаметр цветка — 1/3 ширины полотнища, диаметр сердцевины цветка — 1/9 ширины полотнища, диаметр тычинок 1/27 ширины полотнища».
