Fins on entenc la proposta, no afecta a la Viquipèdia perquè només editarà les viquis noves per treure'n plantilles que feien funcionar els interviquis mentre aquestes viquis encara eren a l'incubator.
You're right, it has no effect on ca.wikipedia.org (or any existing wiki, except Wikidata). The reason why I notified you is that the Global bot policy requires me to notify all wikis who opt into notifications about all new global bot proposals, which includes this page (see the list).
